The cadence is the most important part of a progression and usually the part where I'm most sure about which chords I want, so it makes sense to start there and then think about how you can get there. Working backwards would also be useful if you have a dissonant chord or an altered chord like a secondary dominant or a borrowed chord and you're not sure how best to prepare the chord.
